The Chinese Officials make a point of having a delegate

at the depôt in Hongkong. In agreeing to transhipment in Hongkong, the Fexing Government only authorised this departure from the

Convention on condition that everything was done to the satisfac-

-tion of the Canton Authorities to avoid possible irregularities;

and for this purpose the presence of a delegate at the Depôt is

considered necessary by the viceroy.

The Viceroy's deputies charged with the negotiations

assure me that from week to week they expect to recruit at least

five hundred emigrants, so that a special steamer might well be employed for such numbers. I expressed a doubt as to their being

able to secure more than a hundred a week in the early stages

of the operation, and suggested that the emigrants might be sent

to Hongkong in batches of a hundred in charge of an official by river steamer, on board which I assured ther special and separate accommodation could be arranged. The deputies expressed their

willingness to give this proposal a fair trial.

Instead of paying tonnage dues based on the number of

coolies carried, as originally proposed, the viceroy desired

that tonnage dues be paid as provided for by Treaty, exactly as

if the emigrant ships had come to Canton and shipped the coolies

there. At my suggestion, however, a clause was inserted exempt-

ing ships that had already paid tonnage dues at a Northern Port

from any further payment under this head.

The Viceroy's deputies suggest that any Chinese in

Hongkong desirous of enigrating to South Africa can come up to

Canton and pass through the Emigration Agency in the usual course:

and as a passage by river steamer only costs twenty cents, no

difficulty
